Kiting in a public place
From KiteWiki
As far as I am aware, there are no hard and fast rules for flying in public areas. That is unless those areas are governed by local councils etc, in which case they will have their own rules, which are usually put in place to protect public safety. There are however a few common sense rules to use in public areas. First of all, avoid flying your kite at or near people, a kite (especially lines under tension) can be very dangerous and can injure anyone it hits, this could lead to legal proceedings etc, or a complaint to the council that will get your favourite spot banned from all flying. If you show courtesy and give way to the public (and their dogs!!!) you may find they show an interest and may join you support what you are doing, rather than shake their fist and try to get you thrown off. When it gets busy, down your kite and pack up or go to a quieter spot, it may be frustrating, but it is better to come back the next day when everyone has gone, than to risk injuring someone, especially when children are running around. You are aware of the potential danger your kite can cause, but the public, especially children will just stand in your way ( or set up picnics!!!) right in front of you. Pay particular attention to people (and objects) directly downwind of you, if you need to let go of your kite, it will head straight for them and could cause injury. ALWAYS GIVE WAY TO THE PUBLIC AND OTHER PUBLIC PLACE USERS, GIVE PLENTY OF ROOM DOWNWIND.
