Technically you don't need insurance to fly most places, but at around £15 a year for £5,000,000 third party cover I can't see why anyone would chose not to? Kite inurance usually covers you against any injury that you might inflict on a third party, using the kites or your board or buggy etc.
The risk isn't just down to how an individual flies but more often the sheer unexpected.
If you left your kite staked out and a dog ran across the field and into your power lines causing the kite to take off, and the dog was lifted and injured (or worse) you could easily be found responsible and have to pay all vet's costs. That might only be £2,000 for vet fees, but personally I couldn't afford that.
There was a recent case where a child was involved in an accident. A kite went out of control and unexpectedly launched lifting the child - That case might get very messy, and claims could lead to kite sport bans (there are several already in place and we don't want more). I personally wouldn't want to have to sell my house to pay a third party in circumstances like that!
